The Discussion of Russian Education Perspectives Took Place at Open Innovations Forum and Technology Show 2015

– Within the "education" day of Open Innovations Forum and Technology Show 2015 the session “The National Platform of Open Education. Options to phase out Coursera” took place. The session included the statements made by Alexander Sobolev, the Director of the State policy Department in the sphere of higher education of the Ministry of education and science of the Russian Federation, and by representatives of Moscow higher educational establishments who took part in the creation of the National platform for open education. Denis Konanchuk, the head of the Center for educational development of the Moscow Management School SKOLKOVO moderated the session.
The national platform of open education is the system that will allow anyone to take up online courses in basic disciplines in the best Russian universities without formal, territorial and financial constraints. Eight leading Russian universities - PhTI, MSU, NRTU “MISA”, SPbSU, SPbPU, NRU HSE, ITMOU, UrFU were involved in the creation of NPOE.
Commenting at the opening session the creation of a national platform for open education, which will “admit students to the best educational practices” Alexander Sobolev said, "The world in which we live is a digitized world, therefore modern education should use digital technology in the context of self-education, no matter whether it is practical or theoretical. Educational platform is not the means to broadcast information, it is working with a new type of virtual models, which are used by a man and allow him to exist in the new world. It is necessary to respond to future challenges, rather than those that are there now.
Vasiliy Tretyakov, the Director of the of open education technology Institute of UrFU noted that it is necessary to make online training on the platform part of formal education in the future, integrating them into university educational processes. This will improve the quality of education and will reallocate resources: "abandoning traditional lecture formats universities will be able to pay more attention to practice”. Nurlan Kiyasov, the development Director of NRTU “MISA”, mentioned another advantage of the national platform - the ability to work effectively with regional universities, rendering the best educational practices and teaching materials of Federal universities to the regions.
As noted by the Vice Rector of MIPhT Dmitriy Zubtsov, foreign educational platforms such as Coursera, cannot compete with NPOE on the Russian market, because they do not understand either Russian legislation or the standards of the education system, or the mechanisms of student learning according to Russian standards.
Comparing the national platform of open education with the existing foreign analogue Coursera, Eugenia Kulik, the online education Director of NRU “High school of Economics”, noted that the materials provided by HSE for the foreign platform and for NPOE courses vary in content; the Russian platform is focused on bachelor degree courses in accordance with the standards of Russian universities, therefore the emphasis in the programmes vary.
Andrei Lyamin, the Distance education centre Director of NRU “ITMOU” stated that the results of the Russian platform performance are not so far apprehensible, however, the dynamics of growth in the number of participants enrolled in online courses, suggests that the platform will show good results.

Open Innovations Forum and Technology Show 2015 is the largest in Russia event, revealing the topic of the future of technology in modern life, economy and society.
The Forum is held since 2012 under the auspices of the Government of the Russian Federation, with the support of the Ministry of Economic Development of Russia and with the participation of the Government of Moscow, as well as the Russian development institutions of OJSC “ROSNANO”, OJSC “RVK”, the Foundation “Skolkovo”, Vnesheconombank, the Foundation for Assistance to Small Innovative Enterprises in the Scientific and Technical Fields. The operator of the Forum is the Foundation “St. Petersburg International Economic Forum.” Over the years, the Prime Minister Dmitry Medvedev, the heads of the governments of some foreign countries, the representatives of the large companies took part in the Forum.
The Forum participants include major technology companies and young start-ups, venture industry and state development institutions, visionaries and engineers, suppliers and consumers of technology.
This year’s event will be held in a new format of discussions “sans ties”, in the truly informal and interactive environment. In addition to the plenary presentations, the master classes, free lectures, presentations, debates, workshops, public interviews will be held during the Forum.
The discussions will be built around the topic of “The Man at the Crossroads of the Technology Revolution Trends" and focused on five key areas of the human life, changing dramatically under the technology influence: productivity, habitat, education, health and show-business industry. A certain day of the Forum will be dedicated to each of these areas.
